add grievance redressal and safeguarding register

- Grievance redressal: Every complaint a school receives now lives in one register with a case number and a full history. Everyday matters — a late bus, a wrong receipt, a broken tap — carry a promised reply-by date, while bullying, ragging, child-safety and workplace-harassment cases are sealed to a named list of people, with the legal deadline and the section of law it comes from printed on the file.
- Anonymous reporting: A student or parent can report through the app or a QR poster on the school wall without leaving any identity behind, and follow the case later with a tracking code and no login. Reports that arrive at the office counter or over WhatsApp are marked confidential instead, because the school already knows who spoke.
- Honest closure: Only the person who raised the complaint can mark it settled. Cases the school closes without that confirmation are counted separately and permanently, so a principal sees what was truly resolved rather than what staff marked done — the number an inspection or a parent meeting actually asks for.
- Registers and reports: Schools can import their existing paper complaint register, attach evidence to a case, print a bound register, generate the annual return, and watch a pattern radar that flags repeat concerns. Available in English and Hindi, on the web dashboard and on the teacher and student apps.
